First, it is difficult to raise funds. The survey, design, approval and installation of an elevator cost a lot. The cost is relatively high, and there is neither financial subsidy nor maintenance fund.

Second, it is difficult to coordinate the interests of all parties. Residents at the bottom are difficult to coordinate and lack scientific compensation basis. Between high-rise residents and low-rise residents in the same building, high-rise residents often have a strong desire to install elevators, while low-rise residents tend to oppose it. Due to the low utilization rate of low-rise residents, they use public contribution to install elevators. In addition to paying fees, the elevator shafts may also partially block the living room and balcony, which will affect the lighting and bring hidden dangers to the safety of residents. , And even lead to property depreciation. The "Interim Measures" clearly stated that if the addition of elevators affects the rights and interests of neighboring owners, such as ventilation, lighting, sunshine, and traffic, the applicant must negotiate with the affected owners to reach a consensus, and also form a written agreement, and be notarized by the notary agency. This provision is to fully respect the rights and interests of the owners and also to avoid conflicts in the future.

Third, it is difficult to approve and apply for certificates. Countless departments have run away, and the procedures are prohibitively complicated. The installation of elevators involves multiple departments such as water pipes, electric circuits, gas, fire protection, urban construction, quality and technical supervision, etc. All of these require the approval of relevant functional departments to enable the installation of old buildings to proceed. A lot of manpower and certification are required for approval and certification. energy. First is the notarization process. Every owner representative is required to be present. If one owner does not agree or has no time, it will not work. After hard work, the problem came again. The Planning Bureau also requires all owners to bring their real estate certificates and ID cards to the planning approval window to go through the formalities.

Fourth, the installation process is difficult. Generally, the installation of elevators uses traditional technology, which is time-consuming and labor-intensive, and the area occupied by the elevator is usually more than 10 square meters. In addition, the installation process may also affect the water pipes, gas pipes and circuits that may be involved. The various lines of the elevator installation are transformed, and the construction period generally takes about half a year, which brings certain inconvenience to residents' travel.
