At noon on June 30th, the reporter saw at the scene that the unit in front of me was 7 stories high and had 2 units, each with one elevator and two households, totaling 28 households. The first floor is for shops, the second to seventh floors are for residents, and sidewalk tiles and blind paths are laid in front of the building. The two enclosures are facing the unit building doors of the two units, and the distance between them is no more than 10 meters. The enclosures are rectangular with an area of about 6 square meters. There is no construction in the enclosures, and peels and confetti are randomly thrown inside. The excavation of the foundation pit in the enclosure is about 1 meter deep, and the excavated soil is directly stacked next to the enclosure. Public information such as "Project Overview", "Project Name", and "Environmental Protection Supervision Column" are not posted on the enclosure.

Free installation of elevators, no movement for more than half a year

Citizen Ms. Yang said: "In the winter of 2019, the property informed everyone that you can install elevators for free. Although ours is a commercial building, many residents are elderly people because it was built earlier. Everyone heard that the property will install elevators for free. Happy, the ground broke soon. At that time, not only the two units of us, but also the following units were excavated together. However, the action of installing the elevator, after digging from the pit, there was no more movement. It has been half a year in a blink of an eye. Passed."

The reporter saw at the scene the warm reminder "Please pay attention to safety in the construction of natural gas buried area" on the fence, with the words "2019.11.27" written on it. "This row of numbers is the excavation time. After excavation, no one cares." A nearby merchant told reporters helplessly.

Property: If the funds are not in place, you can only surround yourself

If the fence is to install the elevator, when will the elevator be installed? If it cannot be installed, can the fence be removed? Regarding these two issues, the reporter came to the property office of the community to find out the situation. A staff member of the property office admitted that the two barriers facing the unit door facing the street were blocked after excavation to install elevators. What the owner of the community said was true and probably was excavated in the winter of 2019. The problem now is that the funds are not in place, so they have been surrounded first.

What is the reason for the failure of funds? The staff member said: "This is a project to benefit the people. It is part of the state and part of the enterprise. The company is Hualin Pension. As for which part of the money is not in place, I don't know. I have to ask the community and report to the leaders. Can answer later."

Since the funds are not in place and the installation time is still unknown, for the safety and convenience of the owners, can the fence be removed and the foundation pit can be refilled, and construction will be done after the funds are in place? The staff member said, “This won’t work, it can only be left first. We are renovating the old community. We will need to excavate the water in the future. People say we will not allow backfilling.”

As of press time, the community property did not reply to reporters. At 17:55, the reporter contacted the Xinyuan community, and the community staff replied: “The community has received complaints from the owners and explained to the owners. But this is not the responsibility of the community. According to the previous understanding, the property and the enterprise contacted it. Previously, other units were also excavated, because the fire channel was occupied and backfilled. The two places facing the street have been left."
