(2) It shall be approved by the owner whose exclusive part of the building or this unit house occupies more than 2/3 of the total building area and more than 2/3 of the total number of people; if the exclusive part of the owner is planned to be occupied, the exclusive part shall also be obtained. Part of the owners agreed and reached a written agreement on related matters.

(3) Comply with the regulations of related departments such as planning, construction, quality supervision, fire protection, and civil air defense.
